Practice

The six specialisms Priscilla names in her own summary, and what each one produces. Described at the level of the work rather than the counterparty: the detail behind any particular tariff model, agreement or invoice belongs to UETCL and the parties to it.

01

Tariff modelling & applications

What UETCL is allowed to earn is settled annually and revisited every quarter, and the case for it has to survive the regulator's own model. She compiles the applications to the tariff methodology so each one provides for the company's revenue requirement, and maintains the company's tariff model against the Electricity Regulatory Authority's. The bulk supply tariff work runs in liaison with the finance department, testing whether the approved figure rests on assumptions anyone can verify.

02

Project appraisal

Two different questions decide whether a power project proceeds: whether it is economically and financially viable, and whether a lender would fund it. She appraises both, for new and existing UETCL projects and for the investment proposals and business cases behind them, and carries that work into project planning alongside the teams running the feasibility studies. It is the first skill listed on her profile, and the subject of her 2025 project finance training.

03

Financial modelling & projections

The Single Buyer's numbers have to hold between quarters, not only at year end. She validates the inputs to the company's financial and economic projections and updates the projections model, tracks approved costs month by month against outturn, and establishes what is actually driving a variance rather than reporting that one exists. The econometric and financial models behind the power market analysis are hers to develop and apply.

04

Agreement negotiation & commercial management

A signed agreement is worth what can be enforced against it month to month. She sits in the negotiation of Single Buyer, optic fibre and other commercial contracts as part of the team that takes them to signature, then holds the counterparties to what was agreed — validating independent power producer invoices against the governing PPA or generation licence, and reconciling energy payables, cost of sales and subsidy accounts on the same monthly cycle. She has served on the coordination committees implementing the agreements for four generation projects: Namanve HFO Thermal, SCOUL, Nyamagasani 2 and Rwenzori Hydro.

05

Demand forecasting & budgeting

Everything downstream of the load forecast inherits its errors. She prepares the Single Buyer forecasts and budgets, and contributes to the load demand forecasting and the macroeconomic parameters that move the plan, working with the planning and commercial colleagues who depend on them. Single Buyer and optic fibre performance goes to management monthly, and to management and the Board each quarter.

06

Commercial risk analysis

As the department's risk champion she owns the quarterly view of where the Single Buyer business is exposed and what would reduce it. Power purchase, power sales and energy export agreements stay under continuous review for the risk they carry, and what that review finds goes to management with the mitigating measures attached. Trained as a risk management champion with Sentinel Africa in 2023.
